Assessment of Rwanda Energy Capacity Expansion and Net Zero Climate Goals
In collaboration with local partners, the Rwanda Energy Group (REG), and the Ministry of Infrastructure and Planning (MININFRA), the Center for Climate Strategies (CCS) recently completed a comprehensive modeling assessment and related tool installation and training for least cost, net zero, long-term strategies for energy capacity expansion and climate change objectives under the USAID Power Africa East Africa Energy Program (EAEP).

CCS and African Delegation Discuss Decarbonization Approaches and Cases
In cooperation with the US State Department, CCS engaged in a dialog session with a delegation of 14 African countries on approaches for national decarbonization planning, analysis, and implementation. The meeting was hosted by the US State Department’s International Visitor Leadership Program (IVLP) to enable country representatives to learn and discuss ways for their countries to move towards fully integrated net zero pathways.
Mobilizing US Federal Funding and Incentives
CCS is proud to be working with leading US States, regions, and local governments to access federal programs within the $1.2 trillion Bipartisan Infrastructure Law (BIL) and $369 billion within the Inflation Reduction Act (IRA). Under the Green Recovery Alliance in partnership with the Climate Group (CG) as Secretariat of the Under2 Coalition, and with support from the New York Community Trust, CCS is identifying federal funding sources and incentives for climate policies and measures in the energy, buildings, and transportation sectors.
Long-term Low-Emission Development Strategy and Implementation for Lao PDR
In partnership with the World Bank, CCS is pleased to launch a technical assistance program for the Government of Lao PDR for development of its Long-term Low Emission Development Strategy (LT-LEDS) and implementation roadmap. In the next ten months, CCS and local partners, Earth Systems and Care Laos, will provide coordinated stakeholder engagement and policy planning, design, analysis, and implementation steps to support the Ministry of Natural Resources & Environment, Department of Climate Change (DCC-MONRE), and a range of other ministries.

During the August Annual Meeting of the Maryland Association of Counties (MACO) at Ocean City Maryland, the Center for Climate Strategies and MACO’s Diversity and Women’s Caucus held a special session on the use of federal funds for climate stabilization, economic advancement, and Environmental Justice (including Justice 40 requirements).
Net Zero Plan for Rwanda
The Center for Climate Strategies (CCS) continues to support the Government of Rwanda and its energy, economic, and climate change needs under the USAID Power Africa East Africa Energy Program (EAEP). Building on recent carbon neutral scenarios modeled by CCS for the power sector with the Low Emissions Analysis Platform (LEAP) tool, a new assessment is being conducted to identify and assess the impact of a portfolio of mitigation strategies across energy and non-energy sectors that can enable Rwanda to achieve its net zero goal by 2050 through active implementation programs.

Mato Grosso, Brazil Decarbonization Pathway Moves to Implementation
Mato Grosso Governor, Mauro Mendes, and Environmental Secretary, Mauren Lazzaretti, announced, on October 25, 2021, the State’s historic new committment to becoming “Carbon Neutral” by 2035. The State plans to achieve its carbon neutrality well before 2050 by implementing its Decarbonization Pathway developed by government and local stakeholders with technical and facilitative support by the Center for Climate Strategies (CCS).
